October U-Save and S&CC rebates go only to HDB households with a Singaporean — not to pass holders
More than 1 million HDB households get a double U-Save rebate of $110 to $190 this month, but a household with no Singapore citizen in it does not qualify.
The Ministry of Finance announced on 30 September that more than 1 million Singaporean HDB households will receive double the regular U-Save rebate in October 2026 — $190 for 1- and 2-room flats, $170 for 3-room, $150 for 4-room, $130 for 5-room and $110 for Executive and multi-generation flats — plus half a month to one month of S&CC rebate. To qualify for U-Save, a household needs at least one Singaporean owner or occupier, or at least one Singaporean tenant if the whole flat is rented out, and no household member may own more than one property. Work Permit, S Pass and Employment Pass holders do not qualify on their own, so if you rent a room in a flat with no Singaporean living there, no rebate is coming to that address. The money is credited automatically to the household's SP Services utilities account — nobody has to apply, and anyone who asks you to pay a fee or share bank details to claim it is running a scam.
